Nederland Open Space, Parks, Trails and Outdoor Recreation Steering Committee

Summary of Meeting: April 12, 6:30 - 9:00 PM, Nederland Community Center

Present: Bill Martin, Nederland Planning Commission; Jill Dreves, Wild Bear
Center for Nature Discovery; Sheila Ranegar, Trail Mix; Jim Cowart, PUMA;
Larry Tasaday, Eldora Civic Association; Martha Moran, USFS; James Churches;
Gene Dilworth, PPHCP;

Martha Moran updated the committee on Forest Service planning activities for
West Magnolia and other surrounding areas. We reviewed trail maps for
consistency with USFS; Martha will check with other USFS staff for more
complete map review.

The committee worked through the draft document section by section to discuss
final revisions, and completed sections 1 - 5. Remaining sections will be
discussed at a follow-up meeting set for Monday April 16.

While many of the changes and edits were minor, several larger issues emerged
related to overall organization and/or additional content. Unresolved issues
were left as questions to be decided at the next meeting:

* How are tables in section 5 to be used? We agreed that the section needs
more text explaining how criteria were developed and how they were used for
developing maps. But it was unclear how to use the first table?

* Should Goals & Policies related to "Trails" be under a separate heading
from parks & recreation?

* How do we address who is responsible for what action items? How specific
can/should we be?

* Should there be a separate "Implementation" section summarizing recommended
actions with a timeline?

* Should we change the language of "strategies" to a less confusing term like
"recommended actions"?

Should we be so specific with funding sources linked to strategies?
* How can maps be clearly linked to goals and policies?
