Meeting Minutes

Nederland Open Space, Parks, Trails and Outdoor Recreation Steering Committee
Summary of Meeting: March 23, 2001,  8:00 - 10:00 AM

Present: Bill Martin, Nederland Planning Commission;  Jill Dreves, Wild Bear
Center for Nature Discovery;  Sheila Ranegar, Trail Mix;  Gene Dilworth, PPHCP;
  Tina Nielson, Boulder County Parks and Open Space, Andy Cole, ERO Resources;
 Katie Paris, Trust for Public Land


1.  We spent most of the time discussing the draft Open Space Goals and
Policies.  Numerous small changes in the text are not summarized here, but
will be reflected in the next draft. General discussion points included:

· Definition and use of words "preserve" vs "protect."  The committee decided
to use "preserve and protect" in the text.

· How specific should we be in mentioning specific areas in the plan?  The
committee decided to take the general approach of suggesting actions in the
text, with reference to the top three or four priority areas as examples.

· The Town once had an appointed advisory group like that suggested in Goal #3.
  It disbanded seven years ago due to a number of factors.  The committee
agreed that many circumstances are different now, and it is still worth
pursuing.

· Items under Goal #5 will be separated into two new goals, one focused on
providing and managing for recreation opportunities, and a new Goal #6 focused
on management principles.

** Andy will incorporate suggestions and comments into next draft.

2.  On the draft Historic and Cultural Resources section, there was concern
that the section was too specific and not adequately linked to the major
themes of open space, trails, parks and outdoor recreation.  The committee
agreed to use a format (as described above) of describing actions in the
strategy points, with reference to specific properties in an appendix.  Other
suggestions for minor changes will be reflected in the next draft.

** Andy will get additional comments from the Nederland Historical Society
and will incorporate suggestions and comments into next draft.

3.  Katie informed us that the assessment of the Town's capacity for
implementation will be completed by March 29.

4.  Discussion of response to the County's request for open space project
proposals was tabled.  Any suggestions should be sent to Gene via email.

5.  Andy will send out via email a draft Terms and Definitions section, which
will formally define words such as "Park" and "Open Space."  The committee
discussed these at the beginning of our deliberations last year, but have not
reviewed the written document.

** Committee members will comment on the Definitions section via email by
March 30.

6.  NEXT STEPS:

We are into the final phase of developing the draft plan for public release.
Our projected schedule for the next month is as follows:

April 6 - Andy will have a complete, hard copy Draft Plan to distribute to
the committee for final review.

April 12 - Last day to send email comments on the draft plan.  (Note: All
comments from the committee need to be summarized in one document.  Gene will
take the lead on compiling comments.)

April 12 - Evening steering committee meeting to review and discuss comments
and revisions for final draft.

April 20 - Draft Master Plan ready for public release.

April 28 - Community open house to present plan and gather comments.
