Nederland Open Space, Parks, Trails and Outdoor Recreation Steering Committee
Summary of Meeting: March 7, 2001,  8:00 - 10:00 AM

Present:  James Churches, Bill Martin, Nederland Planning Commission;
Garry Sanfacon, PPHCP;  Jill Dreves, Wild Bear Center for Nature Discovery;
Sheila Ranegar, Trail Mix;  Gene Dilworth, PPHCP;  Andy Cole, ERO Resources;
Katie Paris, Trust for Public Land.

1.  The committee spent most of the time on the draft Trails, Parks and
Recreation Goals and Policies chapter.  A number of changes, additions and
suggestions for re-organizing the format were discussed.  Suggested changes
under Trails, Parks and Recreation headings are too many to list here, but
will be incorporated into the next draft of the document.  One goal discussed
at length was that of recommending the creation of an formal advisory board
and/or staff position to oversee implementation of the plan, ongoing
maintenance concerns, and to ensure adequate community dialogue on future
open space, trails, parks and recreation issues.   This goal would address
overall implementation of the plan, and does not fit neatly into the
categories currently in the table contents.

** Andy will incorporate all committee suggestions and changes into the draft.

2.  Katie presented the draft Tools and Protection, a document which
summarizes the options available to the town.  The committee requested
that specific funding strategies be linked with goals and policies in the
draft plan.  Several other minor changes were suggested.

** TPL is still working on an assessment of the Town's capacity and specific
recommendations which should be available by the next meeting.

** Katie will work with Andy to link policy items with funding strategies.

Andy presented the final draft of open space criteria maps with new color
scheme and other minor changes.  The committee approved the changes.

Gene distributed letter from Boulder County inviting suggestions for 2001
open space preservation and trail projects.  These suggestions must be
submitted to the County by March 31.  Town staff has asked for our input.

** Committee members agreed to make suggestions via email to the group, and
will discuss at next steering committee meeting.

The committee set up a proposed schedule for the completion and release of
the draft plan.  Proposed significant dates are:
April 6 - Complete draft from ERO for steering committee final review.
April 13 - Last date for steering committee final comments.
April 20 - ERO provides completed draft plan for public release (coincides
with Earth Day).
April 28 - Public meeting to present plan and gather public comment.
May ? - Present plan and public comments to planning commission and trustees,
Dates TBA.
