Nederland Open Space, Parks, Trails and Outdoor Recreation Steering Committee
Summary of Meeting February 20, 2001, 6:30 - 8:30 pm, Nederland Community
Center
Steering Committee members present: Bill Martin, Nederland Planning Commission;
Garry Sanfacon, PPHCP; Jill Dreves, Wild Bear Center for Nature Discovery;
Sheila Ranegar, Trail Mix; Geoff Anderson, Town of Nederland; Gene Dilworth,
PPHCP; Andy Cole, ERO Resouces; Ed Russell, Computer Terrain Mapping; Katie
Paris, Trust for Public Land.
We reviewed and discussed a draft table of contents for the Plan. There was
general approval on content and flow. We discussed the design and economic
issues of having color maps at the end on separate pages or having them
integrated with the text. No firm decision was made, but a possible format is
having large maps on separate pages from the text, but placed where relevant
rather than in an appendix at the end of the Plan.
Ed Russell presented the revised draft of the maps of open space priorities
based on criteria developed in earlier meetings. The committee agreed that
this draft reflects all changes suggested last month. Ed will make a few
minor adjustments for the final draft. The committee agreed that the current
draft maps were suitable for public review. Emphasized these maps are a big-
picture tool that graphically reflects the public priorities - they are not in
any way a statement of the committee's recommendations.
· Andy will write up a description of how the maps were developed and how to
interpret them. (by Feb 28)
· Gene will make maps available at Town Hall and on the PPHCP website
(by Feb 28).
The committee reviewed and discussed the Draft Parks and Recreation Existing
Conditions, Goals and Policies document. Several items were added to the
inventory. We agreed that the public desire for a swimming pool should be
acknowledged in the Plan, but that the Plan would not address that particular
need because it did not fit into our working definition of outdoor recreation.
Several on the committee felt the need for more specific information about
exactly which parcels are owned by the town, what easements are held, and what
land use categories are zoned. We agreed that further discussion was needed
on Goals and Policies at the next meeting
· Andy will draft Open Space, Existing Conditions, Goals and Policies document
(by Feb 28).
· The committee agreed to review both the P&R and OS documents and send their
comments to Andy (by March 7). The committee will also suggest specific
strategies for implementing policies.
Katie Paris reported that the Trust for Public Land is continuing work on the
assessment of the Town's capacity for implementation and recommendations for
funding strategies. They expect to have a draft completed in about 3 weeks.
Gene distributed a current contact and mailing list.
· The committee agreed to send any additions and/or corrections to him via
email.
NEXT STEERING COMMITTEE MEETING:
Wednesday, March 7, 8-10 am, at the Nederland Community Center (Room TBA)
