Summary of Meeting: April 25, 8 - 10 AM, Nederland Community Center





Present: Jill Dreves, Wild Bear Center for Nature Discovery;  Sheila Ranegar,


Trail Mix;  Jim Cowart, PUMA;  Dave Hallock, Boulder County Parks and Open


Space; Scott Bruntjen, Nederland Board of Trustees; Nick Meier; James Churches;


Garry Sanfacon, PPHCP; Gene Dilworth, PPHCP.





The committee focused its discussion on the following sections of the draft


plan:  Open Space Goals and Policies; Historic and Cultural Resources;  Trails


Goals and Policies; Trails map; and the new version of Open Space Criteria.





Changes to Open Space Goals and Policies included adding "willing seller"


language at the policy level.





Changes to the Historic resources section include an introductory paragraph


and an action item ensuring an environmental assessment on the Wolftongue mill


site.





Changes to the trails section included emphasizing pedestrian safety at road


crossings; enhanced accessibility at stream crossings; conceptual corridor


linking Mud Lake and Caribou open space; conceptual corridor linking trail


on south side of Barker with Magnolia Road.





The committee approved the new draft Open Space Criteria section with minor


changes.





Other minor changes will be reflected in next version of the draft Plan.





The committee discussed several concerns with the financial analysis section


and funding recommendations memo.   Some members would like to see an analysis


of creating a parks and recreation (or open space) tax district.  Some wanted


to see more examples of creative funding strategies that other towns in similar


 situations have used successfully.








Note:  The proposed time-line for public release of the draft is as follows:





April 30:	Steering Committee meeting, 8 AM, NCC Rm. 120


May 1:		All revisions on electronic copy to Andy


May 9:		Draft Master Plan ready for public release


May 17:	Public presentation and meeting 6:30 PM
